The Estimating & Procurement Manager is responsible for leading FormX's pre-construction cost estimating, subcontractor bidding, purchasing, and material procurement functions. This role ensures every project is competitively priced, accurately budgeted, fully procured, and ready for successful field execution.

Working closely with the Director of Construction, the Estimating & Procurement Manager develops reliable project pricing, manages subcontractor relationships, procures materials on schedule and within budget, and drives continuous improvements in estimating and purchasing processes.

Key Responsibilities

Estimating

  • Prepare detailed estimates for client change orders.
  • Review architectural, structural, civil, and MEP drawings to develop accurate cost estimates.
  • Perform quantity takeoffs and maintain estimating worksheets.
  • Build and maintain historical cost databases and unit pricing.
  • Identify value engineering opportunities while maintaining FormX quality standards.
  • Support budgeting and cost forecasting for upcoming projects.

Subcontractor Bid Management

  • Prepare and distribute bid packages to qualified subcontractors.
  • Solicit, level, and compare subcontractor proposals.
  • Review bids for completeness, exclusions, and scope alignment.
  • Negotiate pricing and contract scope.
  • Present bid comparisons and recommendations to the Director of Construction for award.
  • Continuously expand and maintain FormX's subcontractor network.

Procurement & Purchasing

  • Perform detailed material takeoffs from construction documents.
  • Develop and issue purchase orders.
  • Source materials from approved suppliers while obtaining competitive pricing.
  • Negotiate pricing, lead times, freight, and delivery schedules.
  • Coordinate material deliveries to align with project schedules.
  • Track procurement status and proactively resolve supply chain issues.
  • Ensure all materials are procured within approved project budgets.

Vendor Management

  • Build and maintain strong relationships with vendors and suppliers.
  • Evaluate vendor performance based on cost, quality, service, and delivery.
  • Identify alternative products and suppliers to improve cost and availability.
  • Support strategic purchasing initiatives and annual pricing negotiations.

Cost Control & Reporting

  • Monitor procurement costs against project budgets.
  • Track purchasing savings and cost trends.
  • Maintain procurement logs and estimating reports.
  • Support monthly forecasting and budget reviews.

Process Improvement

  • Develop and improve estimating and purchasing SOPs.
  • Standardize bid comparison tools, takeoff templates, and procurement workflows.
  • Improve estimating accuracy using historical project data.
  • Support continuous operational improvements across the Construction Department.

Qualifications

Required

  • 5–10 years of residential construction estimating, purchasing, or pre-construction experience.
  • Strong knowledge of residential construction methods, sequencing, and building materials.
  • Ability to read and interpret architectural, structural, civil, mechanical, electrical, and plumbing plans.
  • Experience performing quantity takeoffs and preparing detailed estimates.
  • Strong negotiation and vendor management skills.
  • Excellent organizational and analytical abilities.
  • Advanced Microsoft Excel proficiency.
  • Ability to manage multiple projects in a fast-paced environment.

Preferred

  • Experience with ADUs, production homebuilding, or custom residential construction.
  • Familiarity with procurement and construction management software.
  • California residential construction experience.
